Unfortunately Joomla does not generate SEF URLS for, but those of the kind:
https://domain/de/?view=article&id=1153:title&catid=28
In what way should we pass a link to the Joomla core so that the router generates correct SEF urls?

Joomla should convert all urls it comes across via the default router.
It may be due to the system plugin ordering. Try changing the ordering of the plugins in question.
