Sorry, but we are going round in circles.

I asked you to test if the tips with html in the content (so also quotes) work when simply surrounding it with the conten="…".
If that works, then what needs fixing?

I replaced 2 colons, but it didn't help, it doesn't see some tooltips. Plus there will be some with only title. Maybe some tooltips with titles and content are also ignored, I just can't find them.
It looks like I came back to the original problem, but let's hear the developer.

For only content:

No, first of all, you didn't read this, this one is of the most importance:

and secondly,
\{tip ([^\}\"]+)\}
this is missing 2 colons after the title.

I am getting to a point to just tell you to figure it out yourself.
I am not a fan of your semi-aggressive and demanding tone.

If something is not working as it should, please explain exactly what. I am not psycic and am just having to guess at what is wrong. And what you did or didn't do based on my instructions.

Your code replaced some tooltips, the others it didn't replace.
I don't have semi-aggressive and demanding tone.
It just I write one thing, you write something else and we are going in circles.
For example, I wrote the first post, instead of giving me a direct answer, you gave me a link, and after about 10 posts it appears that you wanted to say that quotes are working. You should have said something like quotes won't be a problem in theory but test it and let me know.
To sum up, I've tested and let you know that the replacer is not working! It misses some code, I gave you an example, do you need more examples?
It's not working, so it's your job to do something, right? Especially to a paid product.
Tell me what part of this post is wrong or requires additional explanations.

Well, I've tried all versions of this code, just repeated this
\{tip \:\:([^\}]+)\}
The replacer doesn't see this (and similar) again:
{tip ::1. <span class="cn"></span><br>
2. <span class="cn"></span></span>}
It remains untouched in the content.
Have I done correctly this time?
