Hello.
I wanted to use modals for a newsletter popup that always appears when the user moves the mouse off the top of the content (to call up a new URL). But the component doesn't seem to be intended for this purpose, right? Is such a function being planned?

You would need to write your own javascript to trigger a modals popup on whatever event you want.
But I would be very frustrated to see a popup appear because I move my mouse. So definitely not something I would even consider implementing as a feature.
