My web master installed the Cache Cleaner and CDN by default in the Joombla administrator, but we do not know where in the Joombla 4.x administration system it was installed, to review it and make modifications if appropriate. Can you help us with that?

Both Cache Cleaner and CDN for Joomla! are system plugins.
As you can read in the documentation, the settings are in the system plugins.
