Conditions - Modules show up on pages they're not assigned to

Occasionally I come across pages where two banners for different pages are displaying at once, one below the other. This may happen for other module positions but this is the type I have noticed. When checking the Conditions for each module there are no mistakes in the selection - one of the banners should not be showing.
Most of the time Conditions works as intended.

This bug has appeared over multiple sites I manage for different versions of Joomla and Conditions.

For reference the hero module I'm using is a custom one but haven't seen any other issues with it.

Can you reproduce the issue and tell me which module has exactly what conditions, and on what url or in what situation it shows where it shouldn't?

Also, do have the Page Cache system plugin enabled? That caches the entire page including all modules.
You don't want that plugin enabled if you want modules to show up dynamically.

I've previously found a way to fix the individual issue by updating the condition saving, then undoing the change and saving again (so the condition is unchanged in its original state).

For today's issue since it's been resolved I can't reproduce it unfortunately, but next time I run into this I'll try this and note everything down.

Page Cache plugin is enabled so I can also try this next time.

Then the issue is definitely the Page Cache plugin.
