Joomla 4 already has most of the functionality in core.
Also Add to Menu was not use and bought by enough people to warrant the time and effort to create it for J4+.

No, Joomla 4 is a different ballgame. New extensions come. Old extensions are left behind. You are free to use whatever you need. You are free to make or have made anything else that you need. You are also free to take the Joomla 3 version of Add to Menu and convert it to Joomla 4 yourself (or by someone you hire to do it).
