can't download extensions

I am working on a local install so I need to download and install extensions. When I choose to download extensions I get a fairly generic page that says:
Welcome to the home of regularlabs.com
To change this page, upload your website into the public_html directory

I have the same issue, I also get this error when trying to install from web (Joomla backend):

My guess is the server is down?
