Localhost installation on Windows 10 laptop.

I'm trying to activate tooltips on a footer menu item. Installed Tooltips per directions without issue. I see the 'Tooltips' helper button on the bottom of the Menu item editor page... But no joy. When I click the Tootips helper button I expect appropriate code to be inserted into the edit window but nothing is posted there. Help, please.

I am not sure what you mean with "the Menu item editor page".
That button is an editor button. It is shown in all places a full editor is shown, like all other editor buttons.
There is an 'issue' in Joomla 4 that means you need to select the editor first (click in the editor area) before the buttons actually work. That is true for all editor buttons.
