Other Tooltips questions

Hi, sorry for what is likely a template/css or bootstrap issue. I'm using Joomla 3.10.11, Tool tips v8.2.3 and the tooltips flashes open then closed on both an ipad and iphone. When I scroll down and up a few times, then the tooltips start working again:
I have tried plugin order: it is at the bottom of all other reg labs system plugins. I have tried disabling bootstrap from com_comments with no change. It works fine on my laptop.
I am hoping you have an idea how I can fix. Yes I'm hoping to go to J4 soon.

No, I don't have an immediate fix for that.
I'll see if I can fix it for the J3 version. But development for the J3 versions has low priority.
