ReReplacer to add suffix to URLs

Can you tell me if ReReplacer is the right tool for adding suffixes to all links in articles?

I want to be able to add UTM with a reference to both the domain and URL

Yes, you could use ReReplacer Pro for this.
It might have to be done in a few steps, as it is not very straightforward to see if a link already has a query string and if the desired query variables are already added. But yes, can be done.
