I saw on a joomla.org post that link to this:

but it said i didnt have a right to view that post.
im basically trying to open up an article in a modal that contains a video.
the articles are being laid out like cards, each card being an article. using joomla category blog
possible?

You can override the category blog views in Joomla. Then you can change the output any way you want.
You can replace the link tags with Modals tags. Or add specific class names to those links, and let Modals auto-convert them.
