We have used GeoIP for many years without issues that I am aware of, but after updating to latest versions with our Joomla 4 update, I am seeing this error:

GeoIP cannot function. You have not synced the MaxMind GeoLite2 database yet.
Go to the GeoIP system plugin to sync the database.

Is the MaxMind GEOIP now a paid service? I've tried renewing a license key, but the site is difficult to understand.

I notice the following on the MaxMind site when creating the new key... is this something new, perhaps? I am wondering if it might be related to the problem I am having?
