Extensions are Installed and Active But Will Not Work
I have never had this happen. This is clean, new, JOOMLA Joomla! 3.10.6 installation and I confirmed that I had the latest XMAN download.
I will successfully install but no buttons will show up in JCE and modules will not work.
I've tried uninstalling/reinstalling JCE and RL to no avail. Any ideas?

If no buttons are showing at all, then this is down to JCE. Maybe some setting somewhere.
You should ask the JCE devs for support on this.
