Is it possible to set conditional content on Shack Forms questions based upon the answer to another question in the form? If so, what would the syntax look like?

Probably not.
Conditional Content works on the PHP level and hides/shows content on pageload.
What you want is to hide/show things via javascript dynamically.
I recommend you ask Shack Forms to implement that feature.
