could your server block some sites from updating...

Here is a general question : on a series of websites hosted with OVH, I can't get the updates.
I have tried to investigate this further.
OVH confirms that they are not blocking the connexion in anyway.
Still
newsletter.festivalmusiq3.be/probleme_ovh_update_sites.php
has a timeout while
www.fesdig.com/probleme_ovh_update_sites.php
replies immediately for example.
This one-line script simply echoes one of your update XML in fact.

So could it be that *your* server is blocking the following IP ?
