What is Regular Labs - Conditions and why is it taking over my page assignments?

Running J4 migrated from J3 - All Regular Labs items removed at migration - Conditional Content is not installed.
It's showing as a totally separate extension Regular Labs - Conditions vs one in your lovely Extension Manager.
(I'd include a screen shot but it isn't hosted to share a link)

Oh forgot to mention it won't let me uninstall it!

Right so using Advanced Module Manager means it installs this thing that takes over my page assignments for everything? That's a no from here.
