We have structured the tags into groups.
tag group 1: tag a, tag b, tag c
tag group 2: tag d, tag e, tag f
We now want to include the tags for an article {article}[tags]{/article}
How can I specifically include or exclude child tags?

You can't. The [tags] Data Tag simply outputs the tags attached to the article.
